All Hazards Consortium’s Fleet Response Work Group  Launches ReadyOps — A New Secure, Cross-Sector Disaster Communication Service for Private Sector

[WASHINGTON, D.C. — October 2025] — The All Hazards Consortium (AHC) announced today the official launch of ReadyOps, a secure, real-time operational messaging service designed to streamline disaster coordination and improve situational awareness across multiple states and the private sector’s critical lifeline industries including electric, transportation, communications, water,  fuel, food, retail, finance, chemical, retail, healthcare, and logistics.

Built on the encrypted SIGNAL app, protected under the Sensitive Information Sharing Environment (SISE) legal framework, and moderated by staff and users, ReadyOps provides a neutral, operational platform for vetted 150+ users from utilities, contractors, and state emergency management agencies with a trusted, FOIA-protected platform for exchanging time-sensitive operational information during disasters.

"ReadyOps was built by operators, for operators," said Glen Aichinger, National Grid, a member of AHC’s Multi-State Fleet Response Working Group. "It connects utilities and their partners in a secure, private environment where they can share trusted information before, during, and after a disaster—without the clutter of endless emails or the risks of public channels."

Developed through several years of collaboration between the AHC’s Fleet Response, SISE, and State Private Sector Liaisons Working Groups, ReadyOps evolved from lessons learned during multi-state hurricane exercises since 2021 involving over 15 critical infrastructure sectors and state and federal agencies. The platform delivers verified, operational updates on emergency declarations, regulatory waivers, power outages, road closures, facility disruptions, alerts, shortages, and more—helping users make faster, more informed decisions.

"ReadyOps is not just another app—it a tool that provides vetted users access to a nationwide community of trusted operational professionals who have been solving real operational problems together since 2013," said Mike Zappone, Tempest Energy, Multi-State Fleet Response Working Group Chair. "Our goal is to help utilities, companies and state partners make better decisions faster, reduce risk, and stay connected when it matters most. There is no telling where this capability can go in the future."

ReadyOps operates 24/7/365, supporting both cross-sector “blue-sky” planning and “dark-sky” response operations. Enrollment is capped monthly to maintain high-quality participation, ensuring the network remains focused, secure, and operationally relevant.

About the AHC's Multi-State Fleet Response Working Group
The All Hazards Consortium’s Multi-State Fleet Response Working Group (FRWG) was formed in early 2013 by state emergency management and utility commission officials from Pennsylvania and New Jersey, along with leaders from the electric, communications, fuel, retail, transportation, healthcare, and finance sectors. Created in the aftermath of Superstorm Sandy, the FRWG united government and industry professionals to improve disaster response coordination. While its initial focus was on the Eastern U.S., the FRWG has since grown into a nationwide effort, developing innovative solutions and standardized processes that reduce mutual assistance delays for utilities across both the United States and Canada

Nationwide Public-Private Hurricane Preparedness Exercise Strengthens Disaster Response Coordination 2025 SISE-net Cross-Sector Virtual Tabletop Exercise Aligns with New White House Disaster Policy

[Frederick, MD – August 18, 2025]


The All Hazards Consortium (AHC) working groups of states and private sector representatives have successfully conducted their 2025 Sensitive Information Sharing Environment Network (SISE-net) Cross-Sector Virtual Tabletop Exercise (TTX), bringing together state and federal agencies, private sector operators, and trade associations from across the nation to enhance operational coordination and information sharing for the upcoming hurricane season. 

The exercise primarily focused on the preparation and execution of their structured, time-sensitive operational coordination calls that occur before and after major hurricane landfall, using the same tools, processes, and agendas employed in real-world disaster response.

Participating organizations included representatives from:
Private Sector: Communications, Electric, Fuel, Gas/Oil, Transportation, Medical/Pharmaceuticals, Healthcare, Food, Water, Retail, and Chemical.
States: Florida, Mississippi, North Carolina, South Carolina, Georgia, Virginia, Maryland, Alabama, and Pennsylvania, 
Federal: Federal Motor Carrier Safety Administration (FMCSA), Federal Emergency Management Agency (FEMA), and the Cybersecurity and Infrastructure Security Agency (CISA).

Participants discuss their process to prepare and generate/share operation information like declarations, waivers, situation reports, infrastructure disruptions, facility status and communicating unmet needs via the SISE-net Operational Information Sharing Hub—a secure, FOIA-protected platform—to share and access vetted operational information and data. “This exercise is about speed, accuracy, and trust,” said Tom Moran, Executive Director of the All Hazards Consortium. “When government and industry can share and synchronize the most needed information at the right time, response and recovery move faster, costs drop, survivors get help sooner, and communities get back on their feet sooner.”

Since 2021, the annual SISE-net TTX has produced operational improvements that are now embedded in hurricane and disaster response nationwide:
 - 
Operational Information Sharing Hub for centralized trusted operational updates.
- Cross-Sector Coordination Calls that deliver multi-state, multi-sector updates in under 30 minutes. A vetted nationwide community of state and industry crisis preparedness and response stakeholders who leverage the SISE’s legal framework to share operational updates via a customized app and secure SIGNAL channels.
- Standardized Playbooks and Checklists for consistent, relevant reporting. Cross-sector problem solving initiatives to solve recurring challenges in damage assessments, transportation, streamlining government declaration and waiver processes, aligning multiple states to expedite utility resource movements from around the U.S. and Canada, and new innovations like creating predesignated regional mustering points for out of state crews along certain routes to expedite utility restoration, and more...    

Operational Value Across Stakeholders: 

- State and Federal Government: Rapid access to industry ground-truth data for informed declarations and resource allocation during disasters of any type. 
- Private Sector: Clear understanding of government actions to reduce delays in restoring operations and supply chains along with access to related information during a crisis.
- Trade Associations: Real-time advocacy, situational awareness and information sharing on behalf of their members with other sectors and states.

The SISE-net Cross-Sector TTX directly supports the White House’s new disaster response policy, which emphasizes deeper integration of private sector capabilities into federal and state planning and response efforts.With more than 85% of critical infrastructure in private hands, this collaboration is essential to national resilience.

Emerging Capabilities in the Private Sector's SISE for Cross-Sector Information Sharing

During Hurricane DEBBY, the SISE (Sensitive Information Sharing Environment) community effectively leveraged new technology to gather real-time operational information from both state agencies and the private sector.
 
The integration of this information into the SISE-net Hub provided unprecedented situational awareness, enabling faster and more informed decision-making across all involved sectors.
 
Key highlights from the report include:

  • Enhanced Situational Awareness: The SISE-net Hub allowed for the seamless and instant sharing of critical information, reducing the reliance on traditional communication methods like email, which can often slow down response efforts. Metrics are provided inside the report
  • Improved Coordination: The ability to quickly access and share accurate information and data significantly strengthened our cross-sector community ties and improved our collective response efforts across multiple states and regions..
  • Effective Use of the SIGNAL App: The SIGNAL app played a pivotal role in ensuring that real-time, encrypted, FOIA protected  information was at the fingertips of decision-makers, enhancing our ability to respond swiftly and effectively to emerging challenges.
 
The success we experienced during Hurricane DEBBY underscores the importance of our ongoing efforts to innovate and refine our tools and processes.

The National Private Sector Liaison Workshop

On April 22 and 23, 2024, the FEMA Office of Business and Industry Infrastructure Integration, in partnership with the All Hazards Consortium’ State Private Sector Liaison Working Group, hosted the first nationwide Private Sector Liaison (PSL) Workshop in Washington D.C., at the Edison Electric Institute (EEI) headquarters in Washington, D.C.

This event convened state and FEMA regional private sector liaison programs, along with industry and association representatives to foster a collaborative approach toward disaster management. This report summarizes the proceedings of the Workshop, outlining the activities, discussions, key outcomes, possible Use Cases to be addressed in the future, and action items.

Homeland Threat Assessment

Executive Summary:

Earlier this month, the Department of Homeland Security (DHS) published the inaugural Homeland Threat Assessment.

This product is intended as a “Whole-of-DHS report on the threats” faced by the United States. 

The seven “Key Threat Categories” covered by the assessment are:  Cyber Threat; Foreign Influence Activity; Threats to Economic Security; Terrorism Threats; Transnational Criminal Organization Threats; Illegal Immigration; and Natural Disasters.

Collectively, governments around the world must increase the regulation of cryptocurrencies.

Additionally, global departments and agencies which enforce anti-money laundering (AML) regulations should be empowered and funded to better enforce AML provisions around the movement of cryptocurrency funds.

The Cyber Essentials Toolkit is a set of modules designed to break down the CISA Cyber Essentials into bite-sized actions for IT and C-suite leadership to work toward full implementation of each Cyber Essential.

Each chapter focuses on recommended actions to build cyber readiness into the six interrelated aspects of an organizational culture of cyber readiness.
