Pennsylvania issues proclamation of emergency and and expanded turnpike  transportation restrictions and guidance. See below.

The Governor of NJ declared a state of emergency at noon today.

RILEY Power Restoration Overview

Pennsylvania has issued transportation waivers
Sunday

Expanded Road Restrictions - Restrictions Expanded the entire Northeastern Extension.
Beginning at midnight on Tuesday, the PA Turnpike will impose a ban on empty straight trucks, large combination vehicles (tandem trailers and double trailers), tractors hauling empty trailers, trailers pulled by passenger vehicles, motorcycles and recreational vehicles on the entire 111-mile Northeastern Extension (Interstate 476) from Mid-County (No. 20) to Clarks Summit (No. 131) and on a 112-mile section of the east-west mainline (Interstate 76 and 276) from Harrisburg East (No. 247) east to the Delaware River Bridge (No. 359).
If warranted, restrictions will remain in place through the storm. As conditions develop, speed restrictions and wider truck and vehicle bans will be considered.

The governor of NJ declared a state of emergency for winter storms.

Saturday 3/3/2018

The New Jersey State Police Transportation  Safety Bureau was advised by the United States Department of Transportation, Federal Motor  Carrier Safety Administration, New Jersey  Division Administrator - Chris Rotondo that  the USDOT FMCSA has issued an emergency  declaration in accordance with 49 CFR part  390 for utility crews and all commercial motor vehicles  servicing the impacted emergency area.  
 
Relief Utility Crews will be exempt from all  safety regulations while servicing the  emergency.   This includes hours-of-service driver qualifications (CDL operators  still must be licensed), Medical Examiner  Certifications (electronic or paper) and all  maintenance requirements.  Defects discovered are not  enforceable however if life threatening  conditions  are present discretion is advised.  
 
It is anticipated that New Jersey will begin to  see utility convoys from Texas and Louisiana later today and Sunday.  As with past precedent,  all utility crews would still be required to enter open scale facilities but will be waived through.  
 
Please accept this electronic notification as  the exemption until the official declaration is  posted (noon today).
