This SISE-net Hub initiative was designed to "sync" operational situational awareness information between industry and state government people and systems on specific topics to streamline operational coordination and communication during disasters to reduce delays and save lives.
THE PROBLEM
Regional multi-state disasters and crises accelerate the need for reliable, timely and actionable information for situational awareness and decision support across all sectors of industry and government.
Experience has shown that approximately 80% of operational information shared during disasters is via phone calls, emails, texts, pdf's, spreadsheets, pics, social media, etc.. (aka unstructured data) and not in a GIS format (aka structured data). This makes it difficult to expand the information sharing circles beyond small groups during a large scale disaster when hundreds of groups need to know the same information at the same instant.
THE IMPACTS
Industry decision makers rely on timely, reliable and actionable information for their situational awareness and decision making. Aggregating this information is very difficult without it delays occur in disaster or crisis response and restoration efforts across all sectors.
THE SOLUTION
The states and industry stakeholders of the SISE and the SISE-net working groups have been developing the processes, agreements, datasets and the technology that provide vetted stakeholders a single place to find operational and informational resources to help them in their disaster planning, response, and recovery efforts including:
- Government issued declarations of emergencies via trusted crowdsourced reporting
- Government issued waivers via trusted crowdsourced reporting
- Government issued guidance & alerts via trusted crowdsourced reporting
- Government issued situation report (SitReps) via trusted crowdsourced reporting
- Industry issued facility open/closed status via trusted crowdsourced reporting
- Industry issued information requests via trusted crowdsourced reporting
- Industry issued infrastructure disruptions via trusted crowdsourced reporting
- Live nation traffic data feed
- Live nationwide power outages data feed
- Live nationwide facility open/closed status data feed and trusted crowdsourced reporting
- Live weather impacts data feed
- A nationwide operational directory of stakeholders in government and industry
This information is provided by a network of vetted state and industry representatives during activations of the SISE community.
The SISE-net Hub aggregates access to non-structured information like call notes, emails, text, pdf's, links, and pics into a high performance GIS platform (ESRI) that can quickly share information to vetted users in real-time.

THE BENEFITS
- Single Place - Provides a single place for more trusted operational information to assist planners and responders before and after a hurricane's landfall.
- Trusted Sources - Aggregates cross-sector information from vetted states and industry stakeholders who plan and train work year round within the SISE framework
- Increased Trust of Information - All information data is ranked for data confidence using the ORL (Operational Readiness Level) standard developed by industry and states
- Expanded Information Content - Aggregates authenticated emails, attachments, texts, pdf's, spreadsheets, pics, social media, etc...
- Reduces email traffic - lowers email traffic and duplication during disasters, reduces confusion
- FOIA Protected - Information is protected from frivolous FOIA (Freedom of Information Request) request from non-operational users
- Unique - provides unique access to operational information from "operations people" in states and private sector, not available to public.
