North Carolina updates their emergency declaration and waivers (Documents #103 & #104 ) for flooding.

Due to the temporary shutdown of a primary coastal fuel pipeline, there exists the potential for a short-term shortage and several states have issued emergency declarations for temporary hours of service regulatory relief. Virginia has updated their waivers. North Carolina and Georgia have also issued waivers.
