Critical Infrastructure Owner/Operator organizations joining the All Hazards Consortium (AHC) and its working groups are making a commitment to the mission of the AHC, including information sharing and disaster resilience activities that protect our nation’s critical resources.
 
Those joining the AHC as Operator Members become part of a trusted circle of relevant stakeholders that interact with our other public and private sector members to improve operational efficiency in disaster planning, preparation, response and recovery. 
 
Based on a level of service, AHC Operator Members take advantage of a host of important benefits as outlined below:

AHC OPERATOR Members currently can become participants in the AHC's Multi-State Fleet Response Working Group (FRWG) which is a multi-state, multi-sector  working group focused on started in 2013 focused on:

  • Expediting power and supply chain restoration following multi-state impacting storms, disruptions, and disasters 
  • Sharing sensitive operational information with state/local government during disasters
  • Joint planning, training and exercises with industry and government  on the East Coast
  • Producing operational products and data applications for all sectors across US and Canada
  • Leveraging federal research to address new operational solutions in the private sector

Future AHC working groups can be formed at any time to address sector specific issues as needed.

Ongoing Enhanced Operations Support

 1) Access to Pre-Disaster Resources & Tools
  • Ongoing planning and education with state agencies on behalf of the FRWG to test your Business Continuity plans partner to help validate and test your plans with state plans
  • Continued support and development of operational tools, processes, and the Regional Fleet Movement Coordination process with regional states to expedite fleet movement across state lines
  • Participation in the SISE (Sensitive Information Sharing Environment) w/States to improve your situational awareness and information sharing with states and other inter-dependent sectors
  • Outreach to regional and national government associations and agencies to educate and attract their support and engagement with the FRWG

 2) Access to Disaster Response Resources & Tools
  • AHC becomes your “operational advocate” with regional states to resolve regional transportation, coordination & communications issues
  • AHC Centralizes private and public sector information during FRWG activations 
  • Mutual Assistance Fleet Movement Coordination w/States (e.g. fleet movement alerts & emails, expedites requests for information to/from states, centralizes state declarations/waivers/operational guidance, provides updates from government coordination calls)
  • Access to Disaster Response Tools for expediting transportation movement through EZPASS toll stations, across the US/Canadian Border, centralized state directory of transportation information, etc....


3) Access to Leadership Roles, Profession Members, Directories and Events
  • Access to a proven network of operational professionals in industry & government who conduct joint planning, exercises, training and education year round
  • Ability to serve on working group or sub-committee 
  • Invitation to serve on Executive Steering Committees
  • Access to operational directories
  • Participation on Drills, Exercises and Workshops

4) Communications
  • Receive Disaster Activation Alerts and Emails
  • Receive Monthly All Hazards Emergency Network Newsletter

5) Member Only Portal / Information Sharing
(up to 5 users; Additional Users $300/yr/person)
  • Access to Regional Contact Directory of Government & Private Sector operational leaders

  • Access to Industry & Government Reports Library
  • Access to the Sensitive Information Sharing Environment (SISE) (Under Development)

6) Tier 1 Operational Help Desk
  • Mutual Assistance Fleet Movement Coordination w/States
    • Centralization of files to download State Declarations & Waivers Website
    • Fleet Movement Situational Awareness Emails
    • Outreach to States for Documents, Guidance & Assistance
    • Updates on state & federal conference calls
  • Participation in Tier 1 Help Desk Related Emails, Alerts, Summary Reports, Live Conference Calls

​By joining the All Hazards Consortium, the Operator Members agree to support the All Hazards Consortium through freely sharing appropriate information, promoting AHC events, providing referrals, and introductions to future potential members to help support the AHC’s mission.
 
Participation is annual from time of implementation.

The All Hazards Consortium is a nonprofit organization, tax exempt under section 501©(3) of the United States Internal Revenue Code. The AHC reserves the right to approve, in its sole discretion, Operator Membership applications as well as applications for participation in AHC events and functions that help to carry out the mission of the AHC including, but not limited to, participation as an attendee, exhibitor, sponsor or speaker.
