Integrated Planning - Foods

Regional Disaster Food Distribution Project

This project is initially focusing on determining best practices in the Food Sector resiliency planning efforts. As part of this project, the AHC will be using targeted workshops and webinars to identify successful Food Sector resiliency planning efforts. Other states and entities including New York City, Pennsylvania, Maryland, Virginia, and West Virginia have signed on to participate in helping to determine a regional set of recommendations for an implementable Food Sector resiliency plan. Suggested outputs of this project include:

  • Building a regional model for supporting the requirements for the food sector to accelerate their ability to being operations in impacted areas
  • Developing suggested memorandums of agreement for private and public partnerships that will facilitate regional coordination among AHC states
  • Providing recommendations for consideration that will promote interstate coordination between government and regional food providers supporting recovery from a major catastrophic event impacting several AHC states
  • Developing recommendations for State Emergency Operations Center (EOC) integrating industry operational personnel in Emergency Support Functional operational personnel in Emergency Support Functional operations
  • Assessing present or developing public private partnerships allowing for the integration of the food sector/industry into ongoing catastrophic planning efforts
  • Assessing existing tools and systems that have been put in place to address the private/public relationship in the food sector (ALAN, AID Matrix, and EMAC)
  • Identify "best practices" that improve the ability to industry to accelerate the process of getting "business back to business" and building resiliency into the food sector in supporting the food requirements of our citizens
  • Develop an operational guide and integration template for industry and states utilizing identified and validated best practices
  • A face-to face meeting of the participating government entities is scheduled for the first week of March, with a follow-on collaboration meeting between these public entities and private food sector companies is planned for the mid-April time frame. Project is scheduled to be finalized in the July 2012 time frame.

Public/Private Partnership with the Food Sector – Collaboration and Integration
for supporting the food requirements of citizens within catastrophically
impacted States of the All Hazard Consortium (AHC)
Purpose: In full coordination with the Food Sector Industry within and supporting the States of the All Hazard Consortium:

  • assess present or developing public and private partnerships allowing for the integration of the food sector/industry into ongoing catastrophic planning efforts;

  • in partnership with the industry indentify “best practices” that improve the ability of the industry to accelerate the process of getting “Business back to Business” in supporting the food requirements of our citizens;

  • develop an operational guide and integration template for industry and states utilizing identified and validated best practices;

  • and, provide baseline agreements that provide industry and states the ability to indentify AHC regional priorities and capacity to ensure a coordinated recovery as it relates to maximizing the recovery of this critical sector.

Developmental Process:

1. Through the use of small targeted workshops and webinars identify successful efforts integrating Food Sector resiliency planning with efforts in the public sector relating to reestablishing business operations in catastrophically impacted states and/or multiple states. Examples of efforts could be New Jersey’s “Maintaining Private Sector Capabilities for Feeding Impacted Populations” or the National Capital Region’s efforts with industry associations. The AHC will also utilize the workshops to indentify key interdependencies between the food sector and supporting industries as well as public sector requirements for enhanced recovery.


2. The AHC will analyze workshop results and:

  • build for consideration a regional model/operational template for states supporting the requirements for the food sector to accelerate their ability to begin operations in impacted areas;

  • develop suggested memorandums of agreement for private and public partnerships that are AHC regional in nature;

  • provide recommendations for consideration that will promote interstate coordination between government and regional food providers supporting recovery from a major catastrophic event impacted several AHC states;

  • develop recommendations for State Emergency Operations Center (EOC) integrating industry operational personnel in Emergency Support Functional operations or providing a mechanism to take advantage of a knowledge base that can improve efficiency in a major response;

  • and, coordinate these efforts during their development with all supporting sector representatives and federal, state and local agencies for validation through the process.


3. Conduct a one/two day Food Sector AHC Conference with individual workshops to:

  • Introduce the products developed

  • Identify supporting States and Industries

  • Run a scenario operation that would provide an overview of a successful event utilizing the indentified best practice and template recommendations

  • Conduct validation workshops for all products produced and collect comments and recommendations for enhancements


4. As a result of all efforts develop an implementation plan for interested states and sector owner/operators or associations for all deliverables. This would include a regional set of recommendations for multi state and FEMA regional involvement.
