A New Approach
In 2019, the leadership of the All Hazards Consortium established a new Applied Operational Research Institute (AHCi)
to help expedite the commercialization process for federal government.The AHC's industry stakeholders developed a unique process to accelerate their operational problem-solving process by
leveraging federal researchers and technologies into their planning process.

The Results
In 2020, the working groups of the AHC used this new process to address real world operational issues during the COVID-19 pandemic.
Several solutions were developed, tested and operationalized within a few months!

As states issued multiple COVID-19 restrictions to slow the spread of the pandemic, commercial drivers and overall commerce was significantly impacted. Drivers became afraid to drive not knowing the current restrictions in place along with the related fines or penalties they might be subject to.
In response to this issue, Idaho National Lab and DHS CISA worked with the AHC community of working groups and partners to quickly develop, test and deploy the Commercial Route Assistance (CRA) app to address to issue. Within a few weeks, over 5,000 users were using the CRA app and commercial fleet movement and overall commerce was able to rebound quickly to a functional level. The nationwide PPE shortage caused by the first phase of the COVID-19 pandemic created the urgent need for coordinated industry and government innovation and research to produced a faster, safer environment for commerce between PPE Institutional Buyers and Suppliers across the U.S.
In response to this issue, the AHC community of working groups and research partners developed an “uber -like”, rapid PPE sourcing model for institutional buyers nationwide. The National Vetted PPE Exchange connected over 6,500+ vetted PPE Buyers and Suppliers into a secure framework that helped buyers get multiple competitive quotes for their PPE request within minutes vs. hours/days.
