Overview
The All Hazards Consortium (AHC) has launched a new three year Public/Private Innovation Initiative, a multi-sector collaboration effort between states and industry designed to explore, test, and advance innovative partnerships that enhance crisis management and disaster recovery. The initiative will convene state and industry representatives periodically to identify practical solutions and develop short, mid, and long-term solutions and partnerships that strengthen operational readiness, reduce costs, improve efficiencies, and better support disaster survivors.
This initiative leverages the All Hazards Consortium’s established partnerships in the private sector along with its legal, operational, and information-sharing frameworks to provide a FOIA-protected, trusted environment for open collaboration and innovation.

- Align Funding Streams: Coordinate public and private funding opportunities to support joint initiatives and pilot projects.
- Sustainment: Maintain continuity of relationships, lessons learned, and project momentum across political and leadership transitions.
- Expand Impact: Build scalable models that can be replicated in other states or sectors.
Key Deliverables
- Innovation Steering Committee/Work Group: A cross-sector community of state and industry participants that meets periodically to exchange ideas, align priorities, and develop joint projects.
- Governance Framework: Establish a transparent process for selecting use cases, prioritizing initiatives, and coordinating next steps. (e.g. the ENDEAVOR Model)
- Project Pipeline: Identify and develop short-, mid-, and long-term project opportunities that can lead to joint funding or grant submissions in the future.
- Training and Workshops: Conduct regular sessions to educate participants, share lessons learned, and test new approaches.
- Annual Report: Summarize outcomes, progress, and new opportunities identified each year.
