Purpose
The report exists to leverage the SISE's cross-sector community of government and industry to examine real-world operational problems, understand their implications, learn from what happened, and reduce the impact of similar events in the future.
The SISE's Emerging Threats & Operational Impacts Report is designed to help government and industry organizations identify, understand, and discuss emerging threats and their potential operational consequences across critical infrastructure sectors.
On a monthly basis at first, this report will provide a trusted cross-sector view of current and emerging conditions, identify direct and cascading operational impacts, improve synchronized situational awareness, and help organizations recognize conditions that may require monitoring, preparedness, coordination, or future action.
The report will also support organizational learning by tracking how significant incidents develop, how they are ultimately resolved, what lessons emerge, and whether an incident identifies a future SISE use case or information-sharing need.

Potential Research Sources
Depending on the incident and reporting requirements, the agent can review a broad range of accessible public information sources. Not every source is used for every report, and all findings remain subject to verification and validation.
Source Availability and Access
Research is limited to information that is publicly available or otherwise authorized for use. Private accounts, restricted databases, closed social-media groups, subscription-only content, and inaccessible pages may not be available for review.
The graphic illustrates potential sources that may be checked. Source selection depends on the threat, location, affected sectors, information availability, and operational purpose of the report.
How Information Is Verified and Validated
The agent uses a structured process to evaluate information before it is included in the report.
1. Searches Accessible Sources
Searches public websites, official accounts, media, and accessible social-media posts from government, utilities, private-sector companies, and trade associations.
2. Checks Basic Details
Checks the source identity, publication date, location, and operational relevance of the information.
3. Compares Multiple Sources
Compares information across multiple independent sources to identify agreement, differences, and missing details.
4. Removes Duplicate Reporting
Identifies duplicate reports and consolidates repeated information into one clear finding.
5. Identifies the Original Source
Distinguishes original reporting from reposts, summaries, screenshots, or copied information.
6. Flags Information Problems
Flags conflicting, outdated, incomplete, inaccessible, or unverified claims for additional review.
Source Priority and Verification Status
✓ Source Priority: Prioritizes official government, utility, emergency-management, critical-infrastructure, and industry sources.
✓ Evidence Links: Includes direct source links so users can review the supporting evidence.
✓ Confidence Status: Assigns a basic confidence or verification status to each significant finding.
✓ Human Review: Important findings can be reviewed by AHC personnel or sector experts before operational use.
Verification status reflects the quality and availability of information at the time of reporting. Conditions and source information may change.
