About This Meeting:

The states and urban areas of the All Hazards Consortium are joining with the Delaware Bay AMSC and the Maritime Exchange for the Delaware River and Bay to host a half day meeting on Regional Systems and Integration Planning in Philadelphia, PA. The goal of the meeting is to promote integration of domain awareness, security and information sharing projects and efforts in the Delaware Bay area, specifically with efforts funded in part or whole with federal and state funds.

The objective is to have government share the project information with owner/operators and various agencies to discuss and capture integration opportunities for varying sectors.  Additionally, to allow attending private sector owner/operators to identify partnering opportunities for their existing or planned security programs allowing for an enhancement of their own systems by integrating efforts with the public sector.

The meeting, featuring opening remarks from Delaware Bay Port Captain Meredith Austin, will focus on three existing regional projects that could have immediate availability for integration:

  • The Delaware Valley Intelligence Center (DVIC) - The DVIC is a regional fusion center located in Philadelphia, Pennsylvania. The DVIC will collect information in an "all hazards" approach and provide it to private sector partners as well as law enforcement, emergency management, and homeland security officials throughout New Jersey, Delaware, Pennsylvania and Maryland.
  • The Delaware River Infrastructure Protection (DRIPP) – The DRIPP is a multi-year, $10+ million, maritime domain awareness project within Coast Guard Sector Delaware Bay. The project provides motion and intrusion detection, with real-time alert capabilities, as both a preventative and protective measure. The project will provide situational awareness for government first responders and private sector-owned critical infrastructure owner/operators.
  • The UICDS (Unified Incident Command Decision System) Pilot Project – UICDS is a federally funded project focused on information sharing among existing applications. The UICDS project initially focused on state Emergency Operations Centers (EOCs) in the Mid-Atlantic & Northeast Regions but will also include private sector operators, other states and the federal government.

The meeting is an opportunity to:

  • Lay out successful government examples of the states’ and AMSC’s regional projects, and what they are providing to the community
  • Identify opportunities (such as integrating systems, integrating staff, sharing security information, etc.) that benefit both the public and private sectors in the area of homeland security and emergency management
  • Determine your level of interest in participating in the project (i.e. partnerships)
  • Identify possible non-cash match opportunities
  • Identify other objectives the AMSC, States, Cities or USCG deem important
  • Gage attendee interest, and create opportunities for further dialog and follow-up meetings / discussions
